* Caritas Bangladesh, Chattogram Region * Supporting eastern Flood Response and Recovery (FRR) in Feni District of Bangladesh * Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices (Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet Region). CB is implementing 91 on-going projects covering 52 districts and 201 Upazilas focusing on six main priorities i.e. i) Social Welfare for Vulnerable Communities (SWVC), ii) Ecological Conservation and Food Security (ECFS), iii) Education and Child Development iv) Nutrition and Health Education, v) Disaster Management and vi) Development of Indigenous Peoples. * Caritas Bangladesh (CB), Chattogram Regional office is looking for suitable candidate for immediate appointment as well as to prepare panel list for “Supporting eastern flood response and recovery in Feni District of Bangladesh” project . * Project : International organization of Migration (IOM) supported “Supporting eastern flood response and recovery in Feni District of Bangladesh” project. * Work station: Field Office of any flood affected Upazila in Feni District. * Job duration: 8 Months * Accountability: S/he will be accountable to the Regional Director for all duties and responsibilities through the Project Manager with close collaboration with Technical Advisor – DRR/R. S/he must carry out all duties and responsibilities under direct supervision of Upazila Coordinator under guidance of Program Officer (DM) and in coordination with Project Team. * Key working relationship: * At Caritas level: Regional Director of Chattogram Region through Program Officer (DM), Regional Office; Head of DM through Coordinator (DM), Central Office; Technical Advisor – DRR/R, Technical Advisor – Shelter and Settlement, Central Office; DRR & Displacement officer, Technical Expert (MEAL) -Central office, MEAL officer, Shelter & Settlement Officer, Account & Admin officer of Project Office as well as Upazila Coordinator and his/her key members of team including other project colleagues of Caritas. * At GoB & other external levels: Upazila level all respective department especially Agriculture, Livestock, Fisheries, Youth, Cooperative, Women Affairs, Social welfare , Project Implementing Officer (PIO), Upazilla Nirbahi officer (UNO), Private Sector, Vocational and Skills development Institute and WARD to Upazila level Disaster Management Committees, including local NGOs as well as IOM (Donor agencies). * Job Summary : * Responsible for identifying the protractedly displaced and affected populations and conduct in-depth socio-economic profiling and assessment to identify the skills, resources, needs and preferences to seek appropriate livelihood assistance for the most vulnerable. S/he will provide training on financial literacy and entrepreneurial skills to assist beneficiaries to engage in sustainable livelihood activities. S/he will provide training for skills development and sustainable livelihoods support aligning with the capacities and preferences of the beneficiaries. * Specific Responsibilities: * Development tools and methodologies to select beneficiaries for livelihoods and market opportunities, verify beneficiaries through door-to-door visits and extend necessary technical support as per the project plan. * Overall leading the implementation of livelihoods and Market linkage related intervention, planning and assessment. * Development of Socio-economic profiling /business profile of project beneficiaries. * Prepare a business plan with details of budget on off farm and on farm livelihoods and market opportunities. The budget including relevant costs of training, equipment for the training and business set up. * Identify skills, resources, and needs of selected participants with the support from service providing agency/ third party * Collaborate with technical and vocational training institutions at local to national level for arranging skill training to project participants * Arrange job placement of selected livelihoods project participants * Organize and facilitate one day literacy and numeracy training to livelihoods participants. * CB will also provide all relevant costs of training, equipment for the training and business set up. * Facilitate capacity building training on specific livelihoods both off farm and on farm and so on. * Conduct livelihoods and Market Assessment * Liaison and collaboration with the relevant government departments such as Agriculture Office, Livestock Office, Fisheries officer, and maintain good relationship with CPP, WDMC, UDMC and social elites. * Maintain strong working relationships with project teams, targeted communities, local service providers, and others. * Participate in the monthly staff meeting and share the achievements, challenges, lessons learned and action plan with staff members. * Provide data, reports and other updates to the Monitoring & Evaluation Officer as and when required. * Lead the development of detailed implementation plans of livelihoods and Market part, including activity descriptions and annual target setting. * Contribute to budget preparation for Livelihood, Market Linkage, and skill training interventions. * Develop a plan for livelihood and market interventions and private sector engagement. * Create implementation guidelines, technical modules, Standard Operating Procedures, and other necessary tools for the projects. * Undertake regular field visit and provide technical support to Field Organizer of livelihoods and Market for improvement. * Assist the project team in collecting and analyzing program data, capturing and sharing lessons learned and best practices to enhance decision-making and contribute to technical excellence. * Ensure that activities are planned and implemented in accordance with IOM and organizational guidelines and policies. * Attend internal and external meetings, training sessions, and workshops as assigned by the supervisor. * Present and clarify the technical aspects of livelihood, market linkage, private sector engagement, and market-related activities to donors and external audiences. * Support the preparation and timely submission of reports and learning insights, including case studies, and other learning materials. * Facilitate the sharing of lessons learned within the team and across other projects in the organization for continuous improvement. * Provide assistance for emergency programming as needed by the organization. * Perform other duties as and when needed assigned by the supervisor |
