* The Mental Health and Psychosocial Support (MHPSS) Program Manager holds both strategic and operational responsibilities for overseeing the implementation of integrated MHPSS, Sexual and Reproductive Health and Rights (SRHR), and infant care interventions. for Rohingya refugees. This role involves close coordination with implementing partners, providing technical guidance, building staff capacity, and ensuring the delivery of high quality, culturally sensitive services in alignment with international standards and ACF's strategic priorities. Under direct supervision of the Head of Department - Health, Nutrition, and Surveillance and technical support from technical Advisor, the MHPSS Program Manager will play a key leadership role in ensuring that services are effective, contextually relevant, and responsive to the needs of affected populations.

* Objective 1: To implement integrated Mental Health and Psychosocial Support (MHPSS) and Sexual and Reproductive Health and Rights (SRHR) interventions.

* Oversee the integrated delivery of MHPSS and SRHR services through primary healthcare and community-based approach, ensuring alignment with international standards (IASC Guidelines, MISP).

* Coordinate with implementing partners to embed psychological support within routine SRHR services for adolescent girls, pregnant and lactating women, and other vulnerable groups.

* Ensure the implementation of Psychological First Aid (PFA), basic psychoeducation, and emotional support within SRHR consultations.

* Monitor service quality and ensure culturally appropriate, gender-sensitive, and age-appropriate approaches across intervention sites.

* Objective 2: Integrate mental health and care for at-risk infants into maternal and newborn health services.

* Supervise the implementation of the MAMI (Management of At-risk Mothers and Infants) Care Pathway, including early identification, referral, and follow-up of at-risk infants under 6 months.

* Strengthen caregiver support through Early Childhood Development (ECD) activities based on the Nurturing Care Framework.

* Ensure healthcare providers and outreach workers are trained in identifying psychosocial distress among caregivers and linking them to appropriate MHPSS services.

* Coordinate cross-referral systems between MHPSS, SRHR, and nutrition actors for holistic care.

* Objective 3: Strengthen the capacity of humanitarian service providers and community-based referral systems.

* Lead the design and implementation of capacity-building activities for healthcare workers, community volunteers, and implementing partners on integrated MHPSS-SRHR approaches.

* Develop and supervise the referral pathways for advanced mental health care (Level 4 of the IASC's pyramid support) and protection cases (e.g., GBV, child protection).

* Support implementing partners in establishing standard operating procedures (SOPs) and job aids for MHPSS and SRHR service delivery.

* Facilitate coordination among stakeholders to ensure referral systems are functional, accessible, and confidential.

* Objective 4: Promote psychosocial resilience and reduce stigma through awareness and coping support

* Design and supervise community-based interventions focused on emotional stabilization, stress management, and positive coping. including the use of WHO's "Doing What Matters in Times of Stress" and Problem Management Plus (PM+).

* Lead awareness campaigns to reduce stigma around mental health and increase acceptance of psychosocial support services.

* Develop culturally relevant IEC materials to promote mental well-being and access to support.

* Ensure continuous community feedback mechanisms are in place to inform and adapt intervention strategies.

* Objective 5: Proactively support ACFs commitments to gender equality, child protection and disability sensitivity

* Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary

* Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries

* Ensure the incorporation of gender equity principles in all policies and activities

* Encourage the participation of all genders in meeting and on committee;

* Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Additional Requirements
Experience: Minimum 5 years of work experience and at least 2 years of experience as Manager level in managing/implementing MHPSS program from CB MHPSS to specialized services Working experience with Integrated MHPSS and SRHR program an asset; Integrating Protection, GBV and CP in MHPSS programs an asset; Solid knowledge of IASC Guidelines on MHPSS in emergencies, the MHPSS MSP (Minimum Service package), the IASC Common Monitoring and Evaluation Framework for MHPSS in Emergency setting with MoV, the WHO and UNHCR toolkit: assessing MHPSS needs and resources, along with a strong understanding of humanitarian principles, the Sphere Standards, and the Core Humanitarian Standard (CHS) Proven experience in team management, training, supervision, reporting, budget follow up etc) Experience in assessments and strategic development an asset Skill Strong Advocacy Skill Flexibility and creativity Team player with strong capacity to lead; Training and staff capacity development skills Ability to work under pressure Knowledge of informatics: Word, Excel, PowerPoint, Epi info, etc.;
